Is this reproducible on cgroupv2? cgroupv1 is simply not supported anymore in current versions, and there's little interest in attempting to look into that anymore.
what is a "container"? nspawn? cgroup empty notifications are not reliable on cgroupv1. Hence this is probably caused by that. But cgroupv1 is obsolete, we don#t really bother with that...
