That was a real battle, pretty ridiculous. I ended up getting around the error by installing using composer _composer global require drupal/console:@stable_ which composer version 2 installed it to ~/.config/composer/vendor/drupal/console/bin...

The infuriating thing is that pages appear to detect ublock origin EVEN WHEN I AM NOT BLOCKING ANYTHING. I have nothing blocked by default and ublock shows 0 requests blocked...
