GLEP67-related checks

For GLEP67, I'd really appreciate the following checks:

  • If metadata.xml <maintainer/> elements have type="" attribute set to person or project. Lack of it and any other value is invalid. We can't enforce this via DTD as <upstream><maintainer/></upstream> does not have obligatory type="".
  • If <maintainer type="project"/> elements match (by e-mail) any of the projects listed in projects.xml.
