Do you want to lease tokens, not Waves? You can implement it via script yourself.
We are considering the possibility to implement Leasing of Waves not only via the Lease transaction, but with Script Action (result of @callable script execution).

I like the idea to have trigger separately from the blockchain and use economic incentive to run it. Need to analize more real use-cases which need these functionality to see...

btw, why do you need active leases at certain height ?
yes. it can be increased even now with config file, but it will increase Node state size.
So what about the use case for active leases at height ? what algorythm would you implement for reward calculations ?
