We should allow to place badges anywhere instead of bringing all the badge feature to chips.
Do you have a theme installed? I don't have this issue with the default theme.

What are you trying to achieve with half sections? @dsypniewski. It can already be done with a single section, right? Or maybe I misunderstood. 
You are using template, it's not really recommended if your entity refresh too often because it will need to recompute the template and the card/badge every 1/2 sec.
