I'll take a proper look later. I'd be surprised if it doesn't take effect because hvplot is just returning standrd holoviews objects which are renderered like all other holoviews objects.
So the WebGL backend in Bokeh has been partially abandoned, there has been some efforts to revive it but until it is fully supported again I'd consider this blocked.
Should definitely revive this since there indeed have been quite a few improvements in bokeh.

Just as an initial guess I think the issue here might be that JS does not have sufficient integer precision to represent nanosecond datetimes so something is getting lost along...

You can declare additional columns to add to the hover with `hover_cols`. The inconsistency between the two plot types isn't ideal though.
Personally I'm very happy to see this merged, it's a huge improvement over what we have now. As maintainer @maximlt can revert changes when he gets back but for now...
