Very similar to https://github.com/buildkite/elastic-ci-stack-for-aws/issues/1403. Waiting for AWS Serverless Application Repository endpoint to be available in `ap-southeast-3`. Currently only `ap-southeast-1` and `ap-southeast-2` are available.
