Code cannot handle relative project setups.

My case of splitted code works fine. Provide sample of solution to reproduce.

Your libspp2pgs.vcxproj Contains Condition="'$(Configuration)'=='Release'" This doesn't supported with converter. Only pairs configuration|platform could be parsed fine. And your vcxproj look too custom. Have you created it only with vs UI?...
