Add epoch averaged TOA sim tools

The epoch averaging function doesn't reproduce all functionality from the [`PAL2` version](https://github.com/jellis18/PAL2/blob/master/PAL2/PALutils.py#L1397). I should probably add in average frequency for DM stuff.

Can't accurately compute C_d for an arbitrary wavelet.
