GeoJSON support

GeoJSON support was added by @inforithmics in Mapsui.Extension. See the online [sample](https://mapsui.com/samples/) by selecting 'GeoJson' under 'Data Formats'.

I am closing this one. Reading the encoding from the .cpg is a possible enhancement. But if we ever do that it could be a new issue.
