Seems fixed, the prop_data thing mentioned by xen still causes the test map to be missing models but that is outside the scope of this issue.
The original issue was about mat_texture_list 1 without mat_texture_list_all. I'm going to guess that there was a texture memory limit that got increased on the new engine but doesn't entirely...
I could not reproduce this on the default branch as well as panorama + dx11
it seems like the filter options are still broken, but at least it doesn't crash
