Add project level access restrictions

- only admin should delete project - only admin can assign access to project - only available project access granted

Together with image it should be possible to upload HTML snapshot Diff in snapshot could help to find root cause of visual diff

it's possible several builds are using the same ciBuildId but different branches this should be not permited in case branch name different from current build

It takes time to remove all project data so wait until it's performed in background

Test runs that contains new baseline should be kipped to have consistent history
