WISPr compatibility

It'd be great if at least login/logout operations could support the WISPr standard.

The compatibility with WISPr would enable many existing applications.

Note this is different from https://github.com/openwisp/OpenWISP-Captive-Portals-Manager/pull/14 since it's only another way for end-users (or end-user applications) to submit their credentials.

not much if limited to login/logout messages... I'd like to discuss this in details with all the core team in chat or hangout.
