How to set IP Address and Port for Server

I am trying to install the application on a Debian Server so I can access the tool via a web browser. How do I set the ip address and port on my server?

Which specific thing are you installing?

I use OSS on a virtual machine, accessing files on its host machine, and I put it all behind Cloudflare/nginx.
