Define/Review "RTL Freeze" completion metrics for v1.0.0 release.

This task is complete when the checklist for the TRL-5 release of the CV32E20 is created and reviewed. Note that this task only refers to the definition of the checklist, not the completion of all work-items in the checklist.

It is expected that this checklist will be based on the OpenHW Group TRL-5 for CORE-V RTL IP Template.
