Create Spyglass CI job and add Spyglass folder to cva6 repository

This merge request integrates a spyglass CI job into gitlab-ci.yml and adds the spyglass folder to the cva6 repo including a Makefile and sg_setup files. This ensures automated lint and static verification checks in the gitlab pipeline.
