`/usr/local/bin` is the correct location if you install via pip. `/usr/bin` is controlled by package management. That's exactly how it should be in comliance with FHS.
Nothing disappoints me more than a legitimate issue closed without an action (e.g. by "stale bot"). That discourages contributors from reporting problems (and solutions) and from cooperating by sharing information...
