Configure matrix e2e tests

e2e tests should run as a matrix with matrix params being: Execution (e.g vanilla, EVM etc.) DA (e.g Avail, Celestia, Near) Relayer (currently only go-relayer supported) operating system etc.

Some linting issues which are not being caught by the pre-commit configuration are being raised by the github workflow. the results should be identical (i.e configurations)
