Enforce EIP155 uniqueness

We need to make sure no 2 rollapps share the same EIP155 id otherwise we have collisions in the portal.

@omritoptix I think this feature should be postponed until some bond will be required to register the rollapp

otherwise, it can be easily exhausted by a malicious actor
