Have you checked the java process CPU usage with top? Could it perhaps be related to this issue? https://github.com/openhab/openhab-addons/issues/7184#issuecomment-631720137

Is it an exact duplicate? I only have connection problems after a OH2 restart or PC reboot. When I get it Online after a GW reboot or bundle restart it...
