9.4.x upgrade maven-bundle-plugin 5.1.2 (or more)

The branch 9.4.x is still using 3.5.1 version of the plugin. This update works with jdk11 and jdk17 but not with jdk 1.8

currently we use have multiple jackson dependencies and so when dependabot make PRs for each some fail because of enforcer rules. Having only the bom version to change will validate...

- some javadoc - jetty-slf4j-impl fixing javadoc - jetty-slf4j-impl is free of javadoc warning :) - start reducing javadoc warning for jetty-util
