Portfolios import fails ungracefully when importing portfolio config on a platform without license

The Portfolio import requires portfolio recomputation when defining portfolios hierarchies using standard subportfolios (not by reference) (Tool limitation). The portfolio recompute is only successful if there is a license so the import won't work.

At least the import should fail fast after checking absence of license
