It would prevent this message:

angular-sweetalert#1.1.0 depends on angular#~1.2.0 which resolved to angular#1.2.29

Bower cached a 1.1.0 version that depends on ~1.2.0 in their systems. As all the bower.json updates the last months ( year ) didn't include a minor bower.json version update...
