Top bar: change header gap to 12px

At design meeting on August 30 we agreed to reduce gap in topbar header from 24 to 12px to align with the new design in figma, where app launcher button...

For a11y and focus trapping, it might be sensible to use the native dialog element, which became evergreen back in march. Also the `inert` prop, albeit it is not supported...

Investigate if this is possible so tabs can be used as nav for react router

[Here](https://eds.equinor.com/0b0c666ab/p/31ae8d-select/b/86826a), the `overview` page demos as well as the `code` tab use/links to singleselect and mutiselect which have been deprecated in favor of autocomplete and this is confusing people

Making this a separate issue to floating-ui, because I don't know if there was a good reason why the current implementation is not in a portal and not conditionally rendered...

This page renders all icons in one go which creates a huge DOM and very slow page. Investigate ways to optimize this (pagination/lazy loading or perhaps just css `content-visibility`)

Attribute amplify, perhaps more examples of states (like how to use it as regular toggleable sidebar without collapsed state)
