Those functions work differently from that. The functions you have named duplicate a selection (via Copy) or remove a selection (via Cut) to a new Layer in the current document...

I think Flash and Illustrator have (had?) really good n-gon and star-shape tools. You could double-click on the tool icon to specify the number of sides/points, then draw as usual....
