Okay, you should do what you think is best. I dont see how there could an issue with the order of execution? The tests dont change any state?
To be clear, the checks dont change state, the `test_` functions in the simulation are currently stateful. (perhaps they shouldnt be)
Couldnt we just 'make fees up'? I am kindah against simulating EVM itself. Might aswel _be_ a proper EVM machine at that point, [probably there is stuff on that here.](https://github.com/ethereum/pyethereum)
Could make the simulation do some random value, and people can ask what it was. So essentially it would be a bit like a place holder.
