Flask-Migrate output is not logged during alembic migrations

Due to the changes mentioned here https://github.com/miguelgrinberg/Flask-Migrate/issues/384 the output of flask_migrate is not being logged during alembic migrations. Looks like the [alembic.ini](https://github.com/apache/superset/blob/f7add546ada882d60993f790fdc019bedb99c1f3/superset/migrations/alembic.ini#L31) file needs to be updated to include logging...
