QARK has a bad practice of determining running directories based off the current file that the code is based in. We should switch these to use importlib instead. https://importlib-resources.readthedocs.io/en/latest/

There already exists a [semgrep/semgrep-haskell](https://github.com/semgrep/semgrep-haskell) repository which has recent commits. I'm not sure how much work is left to support this from the Semgrep CLI but it seems further along...
