Implement additional IRC commands and events as requested by users.

Since we filter a bunch of the wire response in the Connection, an option to log the full response would be nice.

Scrap the manually implemented `server` under `tests/integ/conftest.py` which knows impl details of the client protocol (and shares the event loop). It's 2025, we can Do A Container.
