You can leave anything at default, the public key should be in the [Peer] section of the config file. But also, there should be a way to import the Wireguard...

I'm not sure what you mean with "i have a windows app that works as a vpn". Are you using the official Wireguard client?

Looks like a firewall issue to me. Make sure that all the relevant ports are open. If that doesn't help, submit an issue upstream (Certbot)
