I'm having the same issue. It seems to eventually work if you disable timeout in your ftp client and wait for a longer period of time. (around 4 minutes?)

I get the same error on linux (using proton). Could not find a dekstop.ini using `find /home/robin/extDrive/SteamLibrary/steamapps/common/OMORI/ desktop.ini`
