Note: hydra-doom requires around 2-3 ms creation time for snapshots; (below 10 UTxOs); what do the benchmarks looks like in that domain?

What if we only allow close when there are no funds in the Head? I.e. somehow make Close much less important, and Fanout only burns the token.
