dotnet-debugger-extensions doesn't have documented direct download links

The [dotnet-debugger-extensions install instructions](https://learn.microsoft.com/en-us/dotnet/core/diagnostics/dotnet-debugger-extensions#install) don't list any direct download URLs which makes it harder for users to acquire the tool. I'm not sure if this is just a missing doc...
