Just a quick note: Apparently, PowerToys frequently causes issues with Electron apps. Usually, disabling PowerToys fixes the issues. This doesn't explain why your colleague sees the same issue without PowerToys...
How about uploading to a cloud host such as Google Drive or S3?
Came here to say the same: If you can go through the Electron versions between 33.5.2 and 36.0.0 to find the one that broke this functionality, that will greatly speed...
Which is the first version to break? The optimal answer would look like this: "It still works on v1.2.3. It broke on v1.2.4." I.e., two versions directly following each other...
