@moushumimahato - any additional details? I don't currently have a Windows machine to troubleshoot with, but it does look like this is a known issue in pycld2 - https://github.com/aboSamoor/pycld2/issues/12

@lizisepul hard to tell from your comment, but is the original string proper UTF-8? If not, [CLD won't be able to handle it](https://github.com/aboSamoor/pycld2#documentation), and I'd recommend filtering out those characters...

@redsk looks great, love the idea of switching to something that is still (probably?) being maintained. Just one tiny suggestions for you to approve and commit, then I'll merge.
