Two sets of packagers sit between the software and the consumer... this is the kind of problem puppet is meant to solve, not to create.

Let me know if this is what you're after. The first commit is basically required I think as `docker build` fails on the repo right now.

This looks good, but we could also go further and encourage people to download `ibmcloud` and use `ibmcloud app`
