So, according to our platform policy, the oldest compiler for msvc we support is msvc 2019. I'm not sure if we really want to support compilers much earlier than that

Don't quite understand whats going on, but your change seems to have broken several windows tests
as requested, closing in favor of a new PR
ping, @GeorgePantelakis is there an update here with the fixes from #24265 ? Please update, otherwise I'll assume its fixed and close at the end of the 3.4 dev cycle...
