Thanks for reporting ! Lolcate could gain the ability to deal with non-utf8 pathnames just like [Fd did a while ago](https://github.com/sharkdp/fd/pull/558). However, I'd be more inclined to report non-utf8 issues...

Incidentally I sumbled upon [this gist](https://gist.github.com/ssokolow/0d9f5c5e4a8a37a962875af205bcc723) from @ssokolow. Unfortunalely the code doesn't seem to be Windows-compatible.

You would need to run lolcate with elevated privileges, e.g. using sudo.
