Write documentation / guidelines for reviewing

As nf-core scales we want to maintain a high level of timely code review. It would be nice to split the reviewing workload amongst the community to be fair but timely at the same time. Maintainers team will be responsible for initial release PRs and facilitate modules PR reviews. To help with this and reviews by others it would be beneficial to have guidelines for reviewing a PR by the community
