Allow tools download to download a specific tag of nf-core/configs

I'd like tools to allow for the download of a specific tag/commit/branch (even fork) of nf-core/configs.

that's the flag when running the pipeline. I haven't find a similar flag in the help for tools. The one close is -r --revision but it targets a pipeline, not the configs. I think we assumed that we could always fix the configs and don't really need to download a specific version of it

Error: No such option: --custom_config_base

--custom_config_base does not work in tools
