Two modules: TileDB VCF create and TileDB VCF store. Pending tasks:

• [ ] handle absence of singularity container and bioconda recipe
• [ ] handle "- Empty file found!" when running tests in tiledbvcf_create. This is the expected behaviour as we are creating an empty datastore.
