Option to skip DasTool unbinned contigs

Description of feature

Prokka's tbl2asn function takes a significant amount of time to complete. It would be ideal to have the option to skip prokka annotations of these unbinned contigs and just retain the prodigal annotations, while maintaining prokka on binned contigs only
