Add ciclator module (structural reorientation)

Description of feature

Add a module for Circlator, specifically the fixstart command, to reorient circular bacterial genomes to start at a standard gene like dnaA.

Goal

• Create a new module using Circlator for genome rotation
• Ensure compatibility with output from long-read assemblers
• Add test data and minimal config
• Include documentation and example parameters
