You're right, I think it would be better to keep Win+ E to open a New Window and the Shit+Win+E to open a new tab in the already opened explorer...

These paths (inaccessible without taking ownership or some other hacks) contain gigantic logs,,, C:\Windows\ServiceProfiles\NetworkService\AppData\Local\Microsoft\PowerToys\RunnerLogs\ C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\PowerToys\RunnerLogs\
