v1.1.9.1 版本开始，软件不再便携，配置文件自动保存在 ~\AppData\Local 下

偶然发现，v1.1.9.1 版本，配置文件保存在 ~\AppData\Local 下：  而 v1.1.8.2 以及之前的版本 默认保存在 程序目录 \User\PasteEx.settings 文件里。 也就是说 v1.1.9.1 版本起，软件失去了便携性。 望修正，感谢。
