当上传日志提示： RuntimeError: Failed to pre upload from {"OK":0,"info":"request limited"), Fail ed to pre upload from {"OK":0 " info":"request limited"} 的时候他会停止上传，然后只能手动改文件后缀重启上传，而且biliup后续不会再次尝试上传这个文件，是否能增加一个自动空闲重启上传 更麻烦的是遇到上面这种情况之后，转mp4的文件他不会自动把后缀删除（已经确认已经下播超过30分钟，而且上面那个bug会导致现在没有上传后面的也没有录），如果不手动删除他就自动上传part那个文件了，是否能增加一个上传前检测文件是否为xx格式是否已改为某某视频格式。

对于直播管理中的更多设置中能不能实现批量操作
