I made the following changes: - Moved the 'Rationale' section to the top and renamed as 'Problem statement' - Added a 'Prior art' section documenting what we talked about above...
I raised open-telemetry/community/pull/2480 to try to unblock this PR by explicitly clarifying this pattern is okay
