Update to LLVM 18

This may be a bit offtopic, but @nikic -- any chance https://reviews.llvm.org/D159075 gets into LLVM18? It's the last patch in the series and shame to see it get lost :(.

I'm also being hit by this and it is very annoying, I don't find either workaround acceptable.

I was wondering if this can be prioritized again? As of right now the mobile client massively drains the battery, making it impractical to leave it enabled all the time....
