Can someone flesh out or link what is meant by "devCaps structure"? I'm wondering if this approach could also be used by WiThrottle clients to help client and server understand...

Note that this PR is not against the ESP32 branch, rather against the master branch. I don't see how turning off the heartbeat would have any effect on the lost...
