Fastest lap event not firing

Unfortunately with this library solely parsing the packets, any game logic bugs are an issue with the game rather than this library.

m_lastLapTime vs m_lastLapTimeInMS typing mismatch

Would love to accept a PR on this, there's a greater topic of splitting more of the parsing logic in to separate files for each game year as well.

Thanks for flagging this, it will need more investigation as the [EA docs](https://answers.ea.com/t5/General-Discussion/F1-22-UDP-Specification/td-p/11551274?attachment-id=607611) indicate that `m_tyreActualCompound=17` would be a C4 and 18 would be a C3. The constants in `tyres.ts`...
